Senior Member Professional Development

Senior Members of the Civil Air Patrol are encouraged to train and develop along a deliberate Professional Development Track. This page outlines the steps in Professional Development that Seniors may pursue. Level 1 – Foundations is required for duty assignments, supervising cadets, wearing the AF-style uniform, promoting, or taking Air University courses.  Links to training may be found at http://www.capmembers.com/cap_university/.

Level 1 Training - Foundations

After completing Level I training, Senior Members are eligible for the Membership Ribbon. You will need to choose a Specialty Track to pursue Level 2 Training within the Civil Air Patrol. Below are a few specialities to pursue and is not an all-inclusive list:

    • Personnel
    • Public Affairs Officer
    • Administration
    • Flight Operations Officer
    • Emergency Service Officer
    • Communications Officer
    • Aerospace Education Officer
    • Historian
    • Information Technology Officer
    • Cadet Programs Officer

Level 2 Training (Technical Training)

Below is a brief outline of the achievements required for Level 2. 

  1. Earn a Technician Rating in a Specialty Track (authorizes wear of Leadership Ribbon)
  2. Complete Squadron Leadership School.  
  3. Complete the Officer Basic Course

The following military education can be substituted for the Officer Basic Course (a course can only be used once through all Levels):

      • Any U.S. Armed Forces NCO Academy (E-5 through E-6) or Senior NCO Academy (E-7 through E-9)
      • ROTC, OCS, OTS, or Service Academy completion
      • USAF Squadron Officer School, USA Basic/Advance Officer Courses or USN, USMC, USCG equivalent (Basic Developmental Education
      • US Armed Forces Command and Staff College (Intermediate Developmental Education)
      • US Armed Forces War College (Senior Developmental Education)

After completing the steps above you will earn the Benjamin O. Davis Award. 

Level 3 Training (Management Training)

  1. Complete the Corporate Learning Course (CLC)
  2. Attend two major conferences
  3. Earn a Senior Rating in a specialty track (authorizes a bronze star on the Leadership Ribbon)
  4. Serve in a Command or Staff position for one year
  5. Earn the Yeager Award (online open book aerospace test)

After completing the above steps you will earn the Grover Loening Award and will be authorized to wear the Loening Ribbon.

Level 4 Training (Command and Staff)

  1. Serve in a Command or Staff position for 2 years cumulative
  2. Serve as a Staff member in a Wing level course or conference
  3. Earn a Master Rating in a Specialty Track (authorizes a silver star on the Leadership Ribbon)
  4. Complete one of the following:
      1. Prepare and deliver a CAP presentation to a non-CAP group.
      2. Conduct a hands-on unit Aerospace Education program, or an external Aerospace Education classroom program
  5. Complete Region Staff College or Equivalent
    The following military education can be submitted for Region Staff College (resident, seminar, or correspondence):
      • Any U.S. Armed Forces Senior NCO Academy (E-7 through E-9)
      • Any U.S. Armed Forces Command and Staff College (Intermediate Developmental Education)
      • Any U.S. Armed Forces War College (Intermediate Developmental Education)
      • USAF Squadron Officer School, USA Basic/Advanced Officer Courses, USN/USMC/USCG equivalent (Basic Developmental Education)

After completing the above steps you will earn the Paul E. Garber Award and be authorized to wear the Garber Ribbon.

Level 5 Training (Executive)

  1. Serve in a Command or Staff position for a total of 3 years
  2. Conduct Level 1 Foundation Course summary conversations (deleted effective 31 Mar 2013)
  3. Serve as a director or staff capacity in a CAP approved course
  4. Mentor a junior senior member officer, flight officer or NCO through the Technician Rating in their specialty track
  5. Complete National Staff College or equivalent

The following military education can be submitted for National Staff College (resident, seminar, or correspondence):

      • Any U.S. Armed Force Senior NCO Academy (E-7 through E-9)
      • Any U.S. Armed Force Command and Staff College (Intermediate Developmental Education)
      • Any U.S. Armed Forces War College (Senior Developmental Education)

After completing the above steps you will earn the Gill Robb Wilson Award and be authorized to wear the Gill Robb Wilson Ribbon.
